Course Directors

John Phillips

John Phillips is a very experienced port and maritime professional who has been involved in the industry for over 40 years.

He held CEO, GM, director and board positions in major global terminals.

As Regional Head of Operations for Euro-Med and Americas region, PSA International, the leading global operator of container terminals, Mr Phillips was responsible for the operations in 15 Major Terminals in the region handling around 25m TEU. In addition to container operations, other activities included general cargo, project cargoes, Ro-Ro, dry bulk, liquid bulk, warehousing, CFS and rail operations.

Mr Phillips has held board positions in several entities including Mersin International Port Turkey, PPIT Panama, DCT Gdansk Poland and is involved in relationships with external stakeholders such as governmental bodies, investment funds, shipping lines etc.

Mr Phillips worked as a Member of PSA’s global initiatives including Process Council, Technology Action Group, GTOS development, Terminal Operations Performance and HSE Standard Working Practices.

Career Key Highlights:

  • Development of master plans, which included expansion plans, equipment specifications, labour planning, automation roadmap etc. for terminals within Italy, Belgium, Canada, USA, Poland and Portugal.
  • Involved in the due diligence for the terminals in Gdansk Poland, Halifax Canada and Penn Terminals USA.
  • Involved in PSA global business development with projects in South America, Africa and USA/Canada.
  • SPIA Colombia – Lead role in the greenfield start-up of the terminal.
  • PPIT Panama Phase 2 expansion – A lead role which involved the transfer of a major Container Line with 1M TEU from a rival terminal over two weeks.
  • CEO of PSA Sines, Portugal. Expansion of the terminal to 2.5m TEU. Conversion of existing RTG’s to ARTG’s, Semi-automation of the quayside with QC semi-automation, crane OCR, bay plan and trailer positioning system.
  • CEO of Mersin International Port, MIP. Take over after privatisation. Master plan development to increase capacity to 3M TEU with capability to handle mega container ships including new gate arrangements to avoid long queues of trucks outside the port.
  • Exxtor Terminal, Immingham. Handling Ro-Ro, container, general cargo and project cargoes
  • Operations Director/Managing Director DFDS Tor Line Immingham, Grimsby, Harwich and North Shields.

Mr Phillips started his career as a cadet with P&O Shipping serving on various types of vessels globally.

He has a Master Mariners Class 1 certificate and a degree in Nautical Studies from Warsash College, Southampton, UK.

Bugra Bilginer

Bugra Bilginer has over 25 years of experience in Shipping, Logistics, and Port Management.

He has a broad spectrum of Executive port management experience, including Commercial, Business Development, Operational, Administration, Engineering, IT, Marine, PR & CR, Automation, Innovation, Investments, and Projects.

Mr Bilginer has good knowledge of Port Operations, especially Container Terminals, Car Terminals, Liquid Bulk Terminals, General Cargo, Dry Bulk, and Project Cargo.

He has vast experience in port-centric logistics; CFS, port warehouse, rail operations, hinterland trucking, customs, and dry ports.

Before his port management career, Mr Bilginer worked in ship management, logistics, international transportation, bonded warehousing, DC management, and distribution.

  • As Marketing & Business Development Manager, responsible for the start-up process of a greenfield port facility, tank terminal, container terminal with 750K TEU capacity, and car terminal from scratch in a short period.
  • Deputy General Manager, Commercial: Commercial Management of container terminal (500k TEU), Roro & car terminal (300k CEU in 2011), general cargo and project cargo operations, bonded and nonbonded warehouses, logistics, and transportation operations.
  • Group Manager of 2 m TEU and 10 mton Conventional Cargo Port handling Containers, CFS, Dry bulk, liquid bulk, Ro-Ro, General and Project Cargo, Live Stock, and Passengers. Responsible for various departments such as Commerce, Business Development, Admin Affairs, Process Excellence, Documentation and Operational Support, IT Applications and development, IT Infrastructure & Administration, Equipment Maintenance, Equipment Intervention, Marine Maintenance and Intervention, Facilities
  • Managed projects such as Automatic Gate with RFID, Next Move Data Analytics, Truck Appointment System, Automatic Yard Planning, Stock Optimisation for Engineering Warehouse, Solas (VGM) Application, OCR, Port Security Management System, TOS Roll Out, Berth and Yard Expansion Simulation, Highway Connection & New Gates, Remote Reefer Monitoring and Berth Window Application

Mr Bilginer is a Naval Architect and Marine Engineer and holds an MSc in International Logistics from the University of Plymouth, UK.
